Dr. Martin Metzler graduated in law at the University of Fribourg (Switzerland) and obtained the degree of doctor of law. He is also a licensed attorney (Rechtsanwalt). He studied languages after his university studies abroad and was then employed at the former Winterthur Insurance (now AXA). He was later promoted First Secretary of the Swiss Insurance Association. Zurich Switzerland appointed him member of the senior executive staff and head of its international claims department. He then held the position of General Secretary of the Swiss Syndicate of motor vehicle third-party-liability insurers. Since 1996 he has been the President of the Swiss National Bureau of Insurance (NVB) and the Swiss National Guarantee Fund (NGF). He was a member of the Management Committee of the Council of Bureaux (CoB) and is Vice-President of the Institute for European Traffic Law (IETL) in Luxembourg in his second term of office.
